Constituye un instrumento de difusi\u00f3n del pensamiento y de alto valor investigativo que estar\u00e1 al alcance de: jueces electorales, servidores electorales, organismos electorales internacionales, representantes de organizaciones, partidos y movimientos pol\u00edticos, litigantes, acad\u00e9micos nacionales e internacionales relacionados con el campo del Derecho Electoral,
